Summary of Employee Benefits

Safety: Caldwell County is making every effort to provide you a safe and enjoyable work place and will continue to do so with your help. Please practice and encourage safe work habits and report any unsafe condition to your supervisor.

Retirement: All regular employees, assigned to work 20 or more hours per week are required to participate in the Local Governmental Employees' Retirement System of North Carolina. The employee's contribution is 6% of salary while the county contributes approximately 5% of the employee's salary (4.58% for Law Enforcement Officers). After five (5) years of creditable service you become vested in the retirement system which includes a permanent disability provision and a Death Benefit.

Health Care: Major Medical benefits are provided for regular employees scheduled to work 30 or more hours per week. Following is a brief plan summary:

    In-network physician $20.00 co-pay for most procedures, $40.00 for specialist. Coverage is available, at current group rates, for your eligible dependents. Coverage is effective on the first day of the month following a 30 day waiting period.

Paid Holidays: New Years, Martin Luther King, Jr.'s Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving (Thursday and Friday), Christmas Day, plus the work day before and the work day after.

Paid Vacation: Regular employees earn from 10 to 24 days annually based on years of service. There is a 240 hour maximum annual accumulation; however, all hours in excess of 240 as of December 31 each year will be converted to sick leave hours.

Paid Sick Leave: Regular employees earn one day (8 hours) of sick leave per month with the accumulation applying toward retirement benefits after meeting basic retirement qualifications.

Longevity Pay Supplement: After Five (5) years of creditable service, employees receive an annual longevity payment (as approved by the Board of Commissioners). The amount is based on years of service and is paid each November.

Dental Care: The County provides for 100% of twice annual preventive care procedures and, after a $50.00 annual deductible, the plan pays 80% of routine procedures (fillings, root canals, extractions, etc.) and 50% of non routine procedures (gold and porcelain fillings and crowns, bridgework etc.). Full-time students may be enrolled until age 26. Orthodontics are provided for dependent children, under age 19, up to a lifetime maximum of $1000.00

Tax Deferred Programs: Tax-sheltering programs are available through IRS Code 125 (Cafeteria Plan),Flexible Spending Account, 401 (k) and 457 (Deferred Compensation).
Retirement and Health Care deductions are established under pre-taxed provisions.

Prior Service Credit: Under certain conditions, previous North Carolina or any North Carolina jurisdictional work experience may be credited toward vacation accrual and longevity payment. Previously accrued sick leave may also be recognized.

Pay Periods: County employees are paid monthly with payment being made on the last working day of each month. Direct Deposit is mandatory.

Credit Union: The North Carolina Local Government Employees Federal Credit Union and North Carolina State Employees' Credit Union offer a variety of savings and other financial plans including direct deposit of payroll checks. You must personally contact the Credit Union to arrange these services.

Life Insurance: The County provides Basic Term Life Insurance for regular employees who are scheduled to work 30 or more hours per week. Coverage for Department Heads is in the amount of $50,000 and Supervisors $25,000 with all other employees having $10,000 in coverage. The amounts are doubled if the death is accidental. Supplemental insurance is available at current group rates for either 1x, 2x, or 3x the above listed amounts.

Educational Reimbursement: Upon the successful completion of job related education (with appropriate prior approval) an employee may be reimbursed the cost of tuition, fees and books. Educational leave is available under certain circumstance.

COBRA: The Comprehensive Omnibus Budget Reconciliation Act - (COBRA) provides for the County to offer former employees and/or dependents continuation of group health plan coverage for up to 18 months or 36 months when specific events occur. In addition, certain members may continue group health plan coverage for up to 29 months when disabled.
